Under these circumstances, I think it very desirable that the draft ordinance with the correspondence behind it on the subject should be submitted to the opinion of the Law Officers of the Crown, or, if it should not be thought right to impose on these gentlemen, then that the assistance of some competent draftsman in London should be obtained at the earliest opportunity.
